Tenancy Fraud is the use of social housing by someone who is not entitled to it. It denies some of the most vulnerable households in society of a home and has the potential to undermine the credibility of social housing provision in Northern Ireland. Against the backdrop of increasing demand for homelessness services and increasing costs of temporary accommodation, it is important that tenancy fraud is effectively identified and removed from all social housing in Northern Ireland.
Our report will provide an overview of tenancy fraud performance and developments since we last reported in 2013. This will include an evaluation of existing measures to identify and investigate tenancy fraud, and consideration of the social and economic cost of tenancy fraud in Northern Ireland. Given social housing is dispersed across Registered Housing Associations and the Northern Ireland Housing Executive, the report will also evaluate whether there is effective tenancy fraud oversight and reporting across all social housing provision.
The report is due to be published in spring 2026’.
