Review of the Health and Safety Executive for Northern Ireland

HSENI is an Executive Non-Departmental Public Body of the Department of Enterprise, Trade and Investment (DETI). It operates under a legislative remit in providing health and safety information and advice; promoting best practice in the workplace; enforcing compliance with statutory provisions and preparing new legislation. District councils also have responsibility for the promotion and enforcement of health and safety law in certain workplaces. More

School Design and Delivery

There is clear evidence of improvements in the overall design quality of recently built and refurbished schools and it is evident that concerns expressed about design quality in my 2004 report are being addressed by the Department of Education.” That is one of the key findings to emerge from today’s report by Kieran Donnelly, Comptroller and Auditor General for Northern Ireland. Financial Auditing and Reporting - Report to the Northern Ireland Assembly by the Comptroller and Auditor General 2009

Kieran Donnelly, the Comptroller and Auditor General for Northern Ireland and Head of the Northern Ireland Audit Office (NIAO), today reported the results of financial audit work in the past twelve months and provided comment on a range of topics and issues. Schools' Views of their Education and Library Board 2009

Schools generally satisfied with services provided by the Education and Library Boards But there are areas which need to be improved Report to the Northern Ireland Assembly by the Comptroller and Auditor General Schools in Northern Ireland are generally satisfied with the support and services provided by their education and library board. The most positively rated areas covered: •training, advice, support and guidance provided on child protection; •coordination of the admissions process; •financial information received by schools; and •the strategic leadership provided by the boards, particularly their local knowledge and advice on pastoral issues More

Measuring the Preformance of NI Water

The Water Reform process created Northern Ireland Water as a government-owned company in April 2007 and set up a system of economic regulation under the Northern Ireland Authority for Utility Regulation. This is an on-going transformation project which is intended to improve the quality and efficiency of water and sewage services. More

The Management of Substitution Cover for Teachers: Follow-up Report

Report to the Northern Ireland Assembly by the Comptroller and Auditor General The Comptroller and Auditor General, Kieran Donnelly, today publishes a follow-up to the Northern Ireland Audit Office’s (NIAO) 2002 report on the management of substitution cover for teachers. Principal among his findings is that the cost of substitutes covering for teacher absences has increased significantly – up in real terms by 40 per cent since 2000-01, to over £66 million in 2008-09. An additional consequence of this increase in the incidence of substitution cover is the possibility of it having a negative impact on pupil learning and achievement. More

Campsie Office Accommodation and Synergy e-Business Incubator (SeBI)

Mr Kieran Donnelly, Comptroller and Auditor General, reported today on his review of two topics: • Leasing agreements for office accommodation in Campsie entered into by the former Industrial Development Board (IDB) in 1991 and 1992. Invest NI has been responsible for these since it was established in 2002; and • Synergy e-Business Incubator (SeBI), a division of a technology company Synergy Centres Limited (SCL), which was jointly owned by Fujitsu Ltd and the University of Ulster and funded by the Department of Enterprise, Trade and Investment (DETI). More

Castlereagh Borough Council

I am aware that Castlereagh Borough Council has decided to undertake an investigation into those matters arising for the Council from the Spotlight programme broadcast on 7th January. The local government auditor for the Council has been consulted on the terms of reference for the investigation and continues to monitor this issue closely. More
